CDA call to action: Dentists need PPE and relief now - CDA (California Dental Association)

CDA continues to urge Gov. Newsom’s administration and lawmakers to immediately distribute essential PPE to dentists and provide needed financial relief. The state Legislature returned to Sacramento on May 4 to resume its session and will be negotiating the state budget with the governor over the next month. Now is the time for dentists to about the urgent needs of the profession. Specifically, we are asking for:

PPE: Immediate equitable distribution of essential PPE such as N95 masks, face shields and gowns to begin routine procedures safely. Currently, many dentists do not have appropriate PPE to treat their emergency cases, let alone to provide the full range of dental care for individuals who will require treatment in the immediate future.

  • Newsom’s administration has directed health care providers to contact local agencies about PPE needs. While supplies at the local level remain very limited, we urge members to contact their county health department to make it aware of your practice’s needs. Tell your county health department to remind all agencies involved in the distribution of PPE that dentists are considered essential health care workers and need to be properly considered. The more members the health departments hear from, the more they will understand the desperate PPE needs for dentists. Click here for a list of each county health officer’s contact information.

Relief: The state must provide financial relief to dentists by:

  • Requiring or providing incentives for dental plans and insurers to support the dental provider networks by offering supplemental financial assistance or stabilization grants to their network providers.
  • Protecting ongoing Proposition 56 funding in Medi-Cal. The current supplemental payments have been absolutely critical to the Medi-Cal dental practices in California and have led to a steady increase of dental participation in the program. Any change to the rate structure will magnify the harm already being seen at dental offices throughout California.
  • Protecting the Medi-Cal provider network by repurposing previously allocated but unspent Proposition 56 tobacco tax revenue for short-term practice support grants to eligible Medi-Cal dental practices.

Testing: Once reliable rapid testing technology is available, dentists must be able to test all patients for COVID-19 to identify asymptomatic patients who will produce aerosols that can be transmitted to dental staff and other patients while undergoing dental treatments. Dentists must also be able to receive reasonable reimbursement for administering tests.
